Summary
In the new paradigm of territorial development, co-operation between local government units and society is important, as a factor of local development. This cooperation is determined, among others. The activity of citizens to engage in local affairs. Hence, the aim of this article is to evaluate it based on the opinion of the communes of Zachodniopomorskie Voivodeship in the context of the contemporary development paradigm. The paper uses methods of literature analysis, results of surveys conducted in the communes of the West Pomeranian Province and inference. They allowed a synthetic assessment of the level of social activity.
